JOB OPENING: SUPERVISOR COMMUNITY SERVICE DIVERSION PROGRAM


The Buchanan County Board of Supervisors is accepting applications for the position of Community Service Diversion Program Supervisor. The successful applicant shall be responsible to the Board of Supervisors for the proper management of a diversion program that provides the option to defendants convicted of crimes of performing community service in lieu of incarceration subject to the approval of the Court. The successful applicant must be able to perform managerial and administrative work and should possess excellent communication skills. The applicant must be able to pass a criminal background check. Also, the applicant must possess a valid driver's license. County residency is required within a mutually agreeable time. Work experience in probations and/or law enforcement is preferred.

Qualified applicants should submit a cover letter with salary requirements along with a completed application form and resume which includes at least three professional references. Applications may be obtained in the Buchanan County Administrator's Office. Applications may be submitted to the County Administrator's Office on the fourth floor of the Buchanan County Courthouse, or by mail to P. O. Box 950, Grundy, Virginia 24614, on or before 4:00 p.m., on the 12th day of June 2017. Only applications submitted during this period will be considered. The Buchanan County Board of Supervisors will have a public sale Friday May 19th, 2017 at 1:00 p.m. The vehicle for sale is 2000 Chevrolet 3500 Service Truck. Sale will take place at the Buchanan County Truck Lot located in Keen Mountain, Virginia. If you need directions to this location, please call Keith Baldwin (276) 498 4343. The Service Truck will be sold by seal bid method, and bids will be opened on the same day of this sale at 1:00 p.m. The Truck will be sold "AS IS, WHERE IS" with no warranties expressed or implied. Prompt removal will be the responsibility of the buyer. Terms of the sale will be cash or check on date of the sale.

PLEASE BE NOTIFIED that J. Carroll Branham, Chairman has called a special called meeting of the Buchanan County, Va. Board of Supervisors for 2:00 p.m. on Monday, May 8th, 2017 in the boardroom of the Buchanan County Courthouse on Walnut Street in Grundy, Virginia. Notice of this meeting time is being given pursuant to any rules for a special meeting. The following matters shall be discussed at such meeting.
1. Call to order.

2. Prayer and Pledge of Allegiance.

3. Consider appointment and/or appointments to the Regional Industrial Facilities Authority.

4. Consider personnel (Section 8 Housing).

5. Consider use regarding the Booth Center.

The Buchanan County, VA., Board of Supervisors is soliciting bids for a Concrete/Grout Supplier on Buchanan County and IDA projects.

BID SUBMISSION

Sealed bids will be received until 9:00 a.m. on Friday, June 2, 2017. All bids shall be turned into the County Administrator's Office located on the 4th floor of the Buchanan County Courthouse. Bids will be opened and publicly read at or shortly after 9:00 a.m. Friday, June 2, 2017. Bids can be mailed to the Attention of Marcus Stiltner, County Engineer, Buchanan County, Virginia, P.O. Drawer 950, Grundy, VA. 24614. All bids must be sealed and clearly marked "HOLD FOR BID OPENING FY17-18 COUNTY CONCRETE/GROUT SUPPLIER" noted on the front of the envelope.


PURPOSE

The Buchanan County Board of Supervisors is soliciting bids from qualified suppliers to provide concrete/grout on various county and IDA projects to be used on an as-needed basis. Concrete/Grout unit cost shall include "a not to exceed" unit cost per cubic yard. The Buchanan County Board of Supervisors is soliciting bids with various mix designations and quantities as identified below. Concrete/Grout mix designations shall conform to the Virginia Department of Transportation Road and Bridge Specifications, current edition. Invoicing for each concrete mix shall be at current cubic yard prices (unit cost) and shall not exceed the low-bid contract unit cost per mix designation.

CONTRACT DURATION

If awarded, Bidder will be required to sign a contract. The contract shall commence on date of acceptance by the Buchanan County Board of Supervisors and shall terminate on June 30, 2018.


STATEMENT OF PREQUISITE QUALIFICATIONS OF BIDDERS

Asphalt concrete mixing plant used for the preparation of asphalt concrete mixtures shall conform to the Virginia Department of Transportation Road and Bridge Specifications, current edition.


PROCEDURE IF LOW RESPONSIVE AND RESPONSIBLE BID IS
IN EXCESS OF BUDGETED FUNDS AVAILABLE FOR PROJECT

If the low responsible and responsive bid is in excess of the budgeted funds available for the project, then the Buchanan County, Va., Board of Supervisors through its employees and/or agents reserves the right to negotiate the bid price with said low responsible and responsive bidder granted by § 2.2-4318 of the Code of Virginia, as amended. Such negotiations may include negotiation of price and matters that do not affect the quantity or quality of the material or the work to be performed so to arrive at a negotiated contract price within available funds. The time, place, and manner of negotiating shall be agreed upon by both parties.


WITHDRAWAL OF BID PROCEDURE

Any bidder claiming the right to withdraw his bid shall give notice in writing
of this claim of right to withdraw his bid within two business days after the conclusion of the bid opening procedure. Furthermore, bid withdrawal is subject to, and limited by section 2.2-4330 of the Code of Virginia of 1950, as amended, and section 16-34 of the Buchanan County Code.

The Buchanan County, VA., Board of Supervisors is soliciting bids for County Road Hot Mix Asphalt Supplier.

Sealed bids will be received until 9:00 a.m. on Friday, May 26, 2017. All bids shall be turned into the County Administrator's Office located on the 4th floor of the Buchanan County Courthouse. Bids will be opened and publicly read at or around 9:00 a.m. Friday, May 26, 2017. Bids can be mailed to the Attention of Marcus Stiltner, County Engineer, Buchanan County, Virginia, P.O. Drawer 950, Grundy, VA. 24614. All bids must be sealed and clearly marked "HOLD FOR BID OPENING ROUTE 680 SHOULDER WIDENING PROJECT" noted on the front of the envelope.

PURPOSE

The Buchanan County Board of Supervisors is soliciting bids from qualified contractors to provide and place hot mix asphalt along the shoulder of State Route 680. Hot mix asphalt shall include 180 tons BM-25.0A and 90 tons of Asphalt Type SM-19.0AL performance grade (PG) 64-22 mix designations and shall conform to the Virginia Department of Transportation Road and Bridge Specifications, current edition.
Asphalt profile shall consist of 4" of base mix placed in two (2) equal layers and 2" of surface mix, after compaction. Section width will vary from a minimum 9'W to a maximum 11'W and section length is approximately 620'L. Contract shall include the purchase, delivery, placement, and compaction of asphalt concrete.
Invoicing shall be unit cost per placement ton and this unit cost shall include all necessary equipment, labor, materials, and traffic control to obtain a finished product in accordance with VDOT Road and Bridge Specifications, current edition. Contract unit price does not include subgrade preparation. Compaction testing will not be required on this project. Any questions please contact Marcus Stiltner @ 276-870-2212.

that the Buchanan County Board of Supervisors will hold a public hearing at 10:15 a.m. on the 15th day of June 2017 in the Board of Supervisors Meeting Room in the basement of the Buchanan County Courthouse in Grundy, Virginia. The purpose of that hearing will be to entertain and receive public comment on:

1) The proposed adoption of an Ordinance entitled:

"AN ORDINANCE TO SET A COLLECTION FEE AND REGULATIONS FOR RESIDENTIAL GARBAGE COLLECTION BY ADDING SECTIONS 76-8.1 THROUGH 76-8.7 OF CHAPTER 76 OF THE BUCHANAN COUNTY CODE


The proposed ordinances provide for a residential garbage collection fee of $5.00 per month per residential unit and regulations for residential garbage pickup by the County by adding sections 76-8.1 through 76-8.7 of Chapter 76 of the Buchanan County Code.
Any interested person is invited to appear and provide public comment on the proposed ordinances. The proposed Ordinances are available upon request at the Buchanan County Administrator's Office on the fourth floor of the Buchanan County Courthouse in Grundy, Virginia.

Specifications and contract terms and conditions are hereby incorporated into this invitation to bid and may be obtained from the County Administrator's Office on the 4th floor of the Buchanan County Courthouse in Grundy, Virginia, Monday thru Friday, beginning on the 25th, day of May 2017.

is hereby given that the Buchanan County Board of Supervisors will conduct a Public Hearing on the 15th day of June 2017 at 10:30 o'clock a.m., in the Board of Supervisors meeting room, in the basement of the Buchanan County Courthouse, at the Buchanan County Courthouse, 1012 Walnut Street, Grundy, VA 24614 to receive public comment regarding the merits of entering into an Interim Agreement with J.A. Street & Associates for the renovation and expansion of the Buchanan County Courthouse. A copy of this agreement may be found on the County's website at <http://www.buchanancountyonline.com/>. A copy of this agreement is also available for public inspection at the County Administrator's office at 1012 Walnut Street, Grundy, VA 24614.
